Wisconsin DNR Urges Mandatory Safety Certification as Trail Season Peaks

Safety Certification Requirements Amid Rising Trail Traffic

As the 2026 off-road season hits its stride, the Wisconsin Department of Natural Resources (DNR) has issued a formal reminder to all ATV and UTV operators regarding mandatory safety certification. With public trail networks now fully open and experiencing high traffic volumes, officials are stressing that anyone born on or after January 1, 1988, who is at least 12 years old, must complete a state-approved safety education course. Proof of this certification is legally required for operation on public trails, designated routes, and certain private lands open to the public.

Crash Prevention and Real-World Skills

The DNR’s push for compliance follows a concerning trend of accidents across the state. Lt. Jacob Holsclaw, the DNR’s off-highway vehicle administrator, noted that a significant number of recent UTV-related crashes involved operators who had never undergone formal safety training. "Think of your safety class certificate as your driver's license for an ATV/UTV," Holsclaw stated. These courses are designed to move beyond basic machine operation, focusing instead on crash prevention, hazard recognition, and the critical skills necessary to navigate increasingly crowded trail systems safely.

EZApex's Take: Why Safety Training is the Best "Upgrade" You Can Make

From our perspective at ezapex.com, it is easy to get caught up in the excitement of performance upgrades—like bigger tires, turbo tunes, or suspension kits—but no aftermarket part is a substitute for rider knowledge.

When you invest in a safety course, you aren't just checking a legal box; you are learning how your machine reacts to unpredictable trail conditions. A rider who understands weight distribution, emergency braking, and terrain management is far less likely to put their machine (or themselves) in a position that leads to mechanical damage or injury. As you head out this season, treat your safety certification with the same level of priority as your pre-ride vehicle inspection. A well-trained operator respects the machine, preserves the trail, and ensures that the UTV community stays welcome in our public forests for years to come.
